The transmitter of the signal was localised Jeff
Kinley, on line
Center HST of Baltimore teaches us that American
astronomers working
with the space telescope Hubble identified a small
luminous point as
being the source of the signal of Parkes.  This
luminous point is not
fixed compared to stars and the astronomers are able
now to determine
the distance to the Earth of it.  Calculations
indicate that the
source is near to the Saturn orbit, inside our solar
system, to 1,3
billion kilometers of the Earth. 
The augumentation of the intensity of the signal means
that the source
approaches our planet has a speed of 53 million
kilometers per hour,
that is to say 1/20 the speed of the light.  This news
is amazing when
it is known that it is more than thousand times
maximum speeds of our
current spacecraft.  It is impossible to determine the
size of the
object, but thanks to the HST, one knows only that it
makes less than
700 km in diameter, but the scientists put much hope
in measurements
which will be able to perhaps make the Cassini-Huygens
probe which
currently navigate with the Saturn accesses.

The question is to know if one could take as a
starting point the the
messages sent by the Man in space (Pioneer, Voyager,
Arecibo...) to
decode that which we will call the message of Parkes.
Because the
scientists are formal, the message Arecibo (1974) and
the message of
Parkes circulated in similar space of way, i.e. in the
form of
modulated electromagnetic waves.  Graphic
interpretation however seems to differ completely. 

The work of decoding should not thus follow the same
reasoning...  The Arecibo
