UPDATE: The frequencies are in the megahertz range, with a square wave modulation in the 300-400 Hz range, which might provide a key to the heating. This Saltwater deal is not to be confused with a scheme for perpetual motion, overunity and all, but danged if it doesn't seem most convenient. Look at what has to be done to get crude oil to the gas tank, from drilling all those holes, to refining the oil into gazoline. Meanwhilst Salt water is lapping around everywhere. Matter of fact cracking saltwater would give all the beach bums and surfers something useful to do.
