 POTENTIAL SATELLITE ANOMALY WARNING ISSUED: 15:50 UTC, 22 OCTOBER

CURRENT CONDITIONS: Energetic electrons fluxes at greater than 2 MeV have increased to high to very high levels over the last 24 hours. Fluence levels have increased to moderate levels and are continuing to increase toward high levels. The source of this activity is a high-speed solar coronal hole wind stream.

OUTLOOK: There is an increasing risk for deep-dielectric charging related anomalies on spacecraft exposed to the high-density electron environment. Spacecraft in geosynchronous and high-inclination orbits are the most susceptible. These conditions are expected to persist for at least the next 3 to 5 days.

ANOTHER INTERESTING NOTE: We have made direct comparisons with the observations made with the X-ray monitors on GOES7, GOES8, and GOES9 where we have folded the measured spectrum through the GOES response functions. The NEAR PIN detector PHA completely spans the effective response of the GOES short wavelength channel, commonly 0.5-4 Angstroms, and shows significantly more flux over this effective bandwidth. For the NEAR measurement best represented by an isothermal over the effective energy range, the NEAR derived GOES fluxes would be 30-50% larger than those reported.

10/20/98 HIGH STRANGENESS SEEN IN SOLAR SPACECRAFT IMAGES SOHO RECOVERY TEAM LOG: 18-Oct-98 00:08:47 =--most of this data is bad but some of it seems to be bad tlm and some of it seems to be just strange images that don't look like bad tlm or truncations . . . 18-Oct-98 23:59:38 =--LOI-V saturating on right side. Several unknown OBS Ids; doesn't seem atypical these days. Why do the LOI averages show sudden change at ~02:00? Haven't read any mail in 1.5 days so don't really know what's going on.

Notice the frequency band shown in FFT1019a around .015 hz is very noticeable, which is equal to a wavelength of 12,423,601 miles.  Has the sun captured an unknown minor planet? DATA AND ILLUSTRATIONS THIS SOLAR EVENT

Magnetic Storm In Progress 10.19.98 1400 UTC

As of around midnight UTC last night [8pm EDT], the expected CME disturbance did in fact begin to impact the Earth's magnetosphere. The electron and magnetometer readings have been in a strong state of flux since... and the planetary magnetism readings [Kp Index] has been in storm [red bars] for twelve hours now. The magnetometer readings have been as low as "10" and as high and "170" on the 0-200 scale, showing the high volatility of the event.

Also of note is that the Proton levels rose significantly at the onset of this event and continue to run at an elevated rate. I had previously not seen Proton levels be significantly effected by a CME's impact. Previously, all of the proton events that I have witnessed [large or small] had occurred within 30-45 minutes after a major M or X-Class flare event, and well before the disturbance arrived at the Earth's magnetosphere 2-4 days later.

If the event continues at it's current level throughout the day, the

magnetic storm will probably be rated as "moderate" rather than the forecast "minor" level storm event. We had already exceeded Magnetic-A Index of 20 as of 0600 UTC this morning.

GETTING READY FOR THE LEONIDS

ALARMING NOTE FROM NEAT, Near Earth Asteroid Tracking:

SCHEDULE: NEAT has been taken off the sky indefinitely due to USAF activities on the telescope. NEAT's estimated time of return to the sky is February 1999. NEAT may return earlier on another telescope if logistical details can be worked out.

I'm pleased to report that on Friday night (Oct. 1/2) we had a successful 3 h flight test of the Fe temperature lidar. Both laser systems operated flawlessly.  Injection seeding was stable throughout the flight and the output power of both lasers exceeded 3.5 W in the UV.

DISTURBING ANALOGY: is some cadence sweeping through the Cosmos?
